Vincent Halloran was born and raised in Indianapolis, Indiana. Mr. Halloran earned his Juris Doctorate, cum laude, from the University of Miami School of Law in May 2021, and his Bachelor of Arts in Political Science, high distinction, from Indiana University in May 2017.
While attending law school, Mr. Halloran served as the Student Writing Editor for the University of Miami Inter-American Law Review (IALR), Chair of the Law Activity Fee Allocation Committee, and Member of the Litigation Skills Program. Additionally, Mr. Halloran was awarded multiple Book Awards, received the Dean’s Merit Full Tuition Award and the 2021 IALR Lillian R. Levy Award, and his Comment, Solving the Housing Crisis Half-a-House at a Time: Incremental Housing as a Means to Fulfilling the Human Right to Housing, 52 U. Miami Inter-Am. L. Rev. 95 (2021), was published in the Inter-American Law Review. He was also recognized by the University of Miami HOPE Public Interest Resource Center for completing more than 200 hours of legal-related pro bono service as a law student.
Mr. Halloran was admitted to practice in the State of Florida in September 2021 and is an active member of The Florida Bar. In 2023, he was admitted to the U.S. District Court for the Southern District of Florida. Mr. Halloran is fluent in Spanish.
